License system improvements for fresh installations - automatic credential refresh fixes update report authentication failures after setup wizard completion.

Changes​
  • Bug Fix — Update reports no longer fail with license key required error after fresh installation
  • Bug Fix — Package downloads now correctly authenticate with Central after setup wizard sets license key
  • Improvement — License credentials automatically refresh from config when needed instead of only at boot time
