You are right, and the screenshot makes the problem clear: the step that makes the script executable has to run before the step that executes it, and there was no way to move it.
Steps run in the order they are listed, and the order could only be changed by deleting the steps and adding them again in the right sequence.
Each step now has move up and move down controls in the visual builder, in both the create and the edit form.
